First Time Homebuyer Lottery
Laurel Creek Townhomes

The City is now accepting applications for the Laurel Creek Townhomes affordable housing lottery!  The Laurel Creek project is located on Orcutt Road, east of Broad Street.  There is substantial down payment assistance available to moderate-income first time homebuyers for the purchase of eight two-bedroom units and two three-bedroom units.  The purchase prices range from $365,000 with $65,000 in down payment assistance to $445,000 with $90,000 in down payment assistance.  Interest rates are variable and tailored to each buyer to help keep monthly payments affordable.

Seasonal Irrigation
Did you remember to turn off your irrigation when it began to rain?  The place to save the most water is in the garden.  Normally, you can case irrigation entirely from about November through February.  Even without rain, cool weather and the angle of the sun results in reduced water needs in your garden.  For more inforamation on how to reduce water usage, contact the Utilities Conservation Office.

Draft Stormwater Ordinance
The City, in accordance with Federal and State regulations, has developed a draft Stormwater Ordinance.  The ordinance details regulations that prohibit discharge of any type of pollutant from entering the City's stormwater conveyance system.  The ordinance also provides Best Management Practices to be used to alleviate potential sources of water pollution.  Even seemingly innocuous things, such as treated drinking water can adversely affect the fragile ecosystems that occupy our local creeks, lakes and oceans.  Working together we can protect the unique features and qualities of our environment that makes our City a very special place to live, work and play in.  We appreciate your input and comments, so please review the draft Stormwater Ordinance and comment or contact the Stormwater Manager at 805-783-7866.

Draft Mobile Home Park Conversion Ordinance
City staff is requesting informal public comment on a draft ordinance governing the conversion of mobile home parks within the City limits to other uses. No public hearings have yet been scheduled for formal City Council or Advisory Body consideration of the proposed ordinance. Information regarding public hearings on this ordinance will be posted at this location as scheduled. Please direct any questions to Assistant City Attorney Christine Dietrick 781-7140.

Utility Billing Winter Water Use Schedule
provides service period dates for individual meter routes for the residential volume based sewer rate.  The residential volume based sewer rate is based on the individual customer's average winter water consumption (AWWC) as established during the winter months of December, January, and February.  Based on the meter read schedule, the winter water use service period begins in mid-November and ends in mid-March to include all customer routes encompassing the winter months.  View the schedule to determine the service period dates for your residential water and sewer account.  Access Utility Billing information and check out the City's Online Water and Sewer Bill Payment.
